Licensing

Gulf licensing

Gulf healthcare licensing, made clear

Every Gulf country has its own health authority and its own rules. We tell you which licence you need, what the process looks like and guide you through it step by step.

Why the licence comes first

Healthcare professionals cannot practise in a Gulf country without a licence from that country's health authority. Many employers also ask for your licensing eligibility before they finalise an offer.

The process has several parts: evaluation of your qualifications, credential verification, an exam where required, and then issue of the licence, which is often linked to the facility that hires you.

Things worth knowing

  • Each authority has its own rules and forms
  • A licence from one authority is usually not valid in another
  • Your profession and experience change the route
  • Rules are updated from time to time

Who licenses you, country by country

Choose the authority that matches the place where you will work.

United Arab Emirates

Three main authorities

DHA · DOH · MOHAP

The authority depends on the emirate of your employer.

  • DHA for Dubai
  • DOH for Abu Dhabi, Al Ain and Al Dhafra
  • MOHAP for the Northern Emirates
Saudi Arabia

SCFHS

Saudi Commission for Health Specialties

Registers and classifies healthcare professionals before they can practise in the Kingdom.

Qatar

DHP

Department of Healthcare Professions (formerly QCHP)

Part of the Ministry of Public Health. It registers and licenses healthcare practitioners in Qatar.

Bahrain

NHRA

National Health Regulatory Authority

Licenses healthcare professionals working in the Kingdom of Bahrain.

Oman

Ministry of Health and OMSB

Route depends on your profession

Registration goes through the Ministry of Health. Specialists may also deal with the Oman Medical Specialty Board.

Kuwait

Ministry of Health

MOH Kuwait

Handles registration of healthcare professionals. Requirements can differ from other Gulf countries.

Good to know: In the UAE, a licence from one emirate does not automatically let you practise in another. For example, an Abu Dhabi licence is valid for Abu Dhabi only. Choose your authority based on where your job is.

Your licensing journey

The order and names change by authority, but most candidates follow this path.

  1. Choose the authority

We match your job location or target country to the right health authority.

  2. Check your eligibility

We review your qualification, experience and registration against the authority's requirements.

  3. Verify and attest

Credential verification and document attestation are completed in the right order.

  4. Apply to the authority

You create your application and upload documents. We guide each field and upload.

  5. Take the exam, if required

Where an exam applies, we help you plan and book it. See our Prometric guidance.

  6. Licence and activation

The licence is issued, often linked to your employer's facility. We guide you on what comes next.

How it differs by profession

Doctors

Your specialty, qualification level and years of experience decide your category and the exam or evaluation you face.

Nurses

Most authorities ask for a nursing exam and verified experience. Specialty units such as ICU or OT may be assessed too.

Paramedical staff

Each profession, such as lab, radiology, pharmacy or physiotherapy, has its own category and requirements.

Common questions

Can I apply for a licence before I get a job?

In many cases you can start evaluation and verification first, but some steps need an employer or facility. We tell you what you can start now.

Is one Gulf licence valid in other Gulf countries?

Usually not. Each country, and in the UAE each emirate, has its own authority and licence. Moving between them generally means a new application, although some documents may be reused.

How long does licensing take?

It varies by authority, profession and how complete your documents are. We give you a realistic estimate after reviewing your file.

Do I need to renew my licence?

Yes. Licences are issued for a fixed period, and many authorities also expect continuing professional education. We guide you on renewal when the time comes.

Can you guarantee my licence?

No. The authority makes the decision. We make sure your application is complete and correct so it is not delayed by avoidable mistakes.

Not sure which licence you need?

Send us your profession, experience and target country. We will tell you the authority, the route and what to start first.
